The Australian High Commission (AHC), Port Moresby is seeking highly qualified and experienced professional to fill a number of positions with the Governance Section.
About the Governance Section
Effective governance is the capable management of a country’s resources and authority in a manner that is accountable and responsive to citizens’ needs and interests. It is a necessary condition for sustainable improvements in development outcomes under the PNG-Australia Partnership for Development. The Governance Section supports analysis, policy dialogue and programs to shape more durable, legitimate and inclusive institutions enabling improved service delivery and broader-based economic growth in Papua New Guinea.
The Program Manager Public Sector Governance will assist with the management of program quality reporting and reviews and provide program and contract management support for the Provincial and Local-level Governments Program (PLGP) and/or Economic and Public Sector Program (EPSP). This will include providing high quality analysis of governance issues to support good decision making and maintaining close and effective cooperation with relevant Government departments and other development partners. The successful applicant should have well developed program management skills and a sound understanding of economic and public sector governance issues in Papua New Guinea.
The Program Manager Private Sector Development and Aid-for-Trade will manage the development and implementation of a portfolio of private sector development programs and aid-for-trade initiatives. This will include maintaining relationships with key actors in the private sector, government and in the donor community. The Program Manager will be expected to demonstrate a sound understanding of the issues facing the development of the private sector in PNG and enhancing links to international markets and will use that knowledge to support the development of new programs to address these challenges.
The Program Manager will perform three main functions. The first will be to support greater awareness and analysis of PNG’s economic development challenges with a focus on the management of Australia’s partnerships with PNG’s economic and public policy research institutions. The second function will be to manage, coordinate and develop Australia’s aid partnerships with businesses in PNG. The third will be to coordinate, manage and report on Australia’s financial inclusion and financial literacy support in PNG.
The Assistant Program Manager will provide support for programs in the governance sector. Governance sector programs include public sector governance, private sector development, democratic governance and leadership, and community development. The Assistant Program Manager will also support improved coherence and reporting (financial, fraud, performance and quality) across the Governance Section.
