About the Australian High Commission in Port Moresby
The Australian High Commission represents the Australian Government in advancing the interests of Australia and Australians in Papua New Guinea. The High Commission deals with a range of matters -- including politics, economics, trade and investment, culture, defence and development cooperation - and seeks to work with Papua New Guinea to further these interests.
The High Commission is also responsible for the protection and welfare of Australians in PNG and contributes to Australia’s security through border management and traveller facilitation.
About the Development Cooperation Program
Australia’s aid to PNG is delivered under the PNG-Australia Partnership for Development and is focussed on health, education, transport infrastructure and law and justice. Underpinning assistance in these sectors is support to improve governance in PNG’s public sector and assistance to improve gender equality. Specific packages of support have also been provided for Bougainville, Manus and Kokoda.
The ‘Joint Understanding on further bilateral cooperation in health, education and law and order’ outlined an additional series of targeted aid commitments including the reconstruction of the Lae Hospital and the deployment of 50 Australia Federal Police officers to PNG.
At the Papua New Guinea–Australia Ministerial Forum on 11 December 2013, Australia committed to undertake an assessment of its aid investments in PNG. The assessment will guide changes to make Australia’s aid more effective, including through addressing key constraints to economic growth and ensuring clear performance benchmarks and mutual accountability.
About the Health and HIV Section
The PNG Health and HIV Program is an annual $110m portfolio targeted to improving health service delivery and six key health system functions: financing, medical supplies, infrastructure, health workforce, public health and community mobilization. It has a mix of country-wide focus, five priority provinces, and geographic targeting for the HIV epidemic.
About the role
The Program Manager will manage the Health and HIV Financing Program.
The key responsibilities for this position are:
Program and Activity Management
Manage delivery of programs within the Health Systems Strengthening team to ensure that PNG-Australia Health Delivery Strategy 2011 -2015 objectives/ outcomes are met:
- identifying, planning, managing and reporting on multiple programs
- Managing and being accountable for changing initiatives relevant to program areas
Ensure the effective management and delivery of the initiatives within areas of responsibility:
- Manage the delivery of health system strengthening programs including broader reforms to improve the quality of programs and achieve greater gains for Australian investments.
- Implement program activities and monitor performance
- Negotiate with appointed implementers and partners (e.g. NDoH and contractors) on health system strengthening programs including administrative, contractual, financial and logistical support
- Perform research work and analysis including the preparation of statistical reports on Health workforce program activities
- Provide quality assurance on comments/briefing for Terms of Reference, requests for tender, design documents, project and sectorial reviews, relevant to programs
- Prepare Terms of Reference, minutes briefs, submissions, correspondences and speeches as required
Policy
- Gather, analyse and report relevant information with a focus on program policy issues
- Provide analysis, support and direction for new activity development including developing the concept document and participating in design development missions.
- Provide policy inputs and technical support in developing strategies and systems in various program missions on Terms of Reference, Request for Tender, design documents, project appraisal and sectoral reviews etc.
- Keep abreast of other donors’ policies, programs and activities to identify, articulate and develop linkages with AusAID activities
- Monitor DFAT, partner government and other agencies’ policy developments
- Contribute to and inform strategy alignment and programming rationale
- Contribute to the strategic direction of health systems strengthening by setting strategic directions and defining objectives based on relevant key result areas of the PNG-Australia Health Delivery Strategy 2011 -2015
Performance and Quality
- Provide quality assurance of all program components, including design, implementation and M & E
- Manage and deliver high calibre and timely input to DFAT’s quality reporting systems (QRS) and other performance and quality-related requirements
Oversee and undertake monitoring and evaluation activities including:
- Monitor and report on respective health systems strengthening programs in relation to the PNG-Australia Health Delivery Strategy 2011 -2015;
- Evaluate the effectiveness of respective health system strengthening programs and reporting strategically on issues that may impact them and broader bilateral relationship.
People Management/ Teamwork
Take personal responsibility for achievement of outputs within defined resource allocation by:
- Developing an individual work plan to ensure the successful delivery of multiple programs/ activities
- Provide coaching and mentoring support and feedback to colleagues
- Ensure strategic messages and expectations are communicated and expectations delivered
- Offer support in times of high pressure and engaging in activities to maintain morale
- Acknowledge individual/team performance and achievements.
Representation
Strengthen, develop and ensure relationships with development partners and stakeholders are maintained:
- Liaise with internal and external clients/stakeholders to inform, educate or clarify operational and policy issues/requirements
- Prepare written responses to clients and stakeholders in timely manner.
- Prepare and / or deliver briefings, presentations and speeches as directed and within specified timeframes
- Develop constructive relationships within DFAT and with relevant partner governments, donors, other key agencies, private organisations
- Keep stakeholders informed and consulted on relevant matters. Understanding, anticipating and responding to the information needs of the relevant stakeholders (e.g. partner organisations, program team, Canberra).
Required Skills and Qualifications
- Knowledge of the health sector and health financing
- Demonstrated professional experience in health management, economics or public sector governance and the PNG Government sector
- Proven professional experience and success in managing business and corporate functions in a diverse organisation
- The ability to support the attainment of work area goals including key performance outcomes, strategic thinking, evaluation, analysis and innovation
- Demonstrated strong administration and management capability including planning, teamwork, human resource and financial resource management
- Sound judgement and problem-solving skills to deal with complex and often sensitive organisational issues including; contract management and stakeholder engagement
- A high level of communication and interpersonal skills that can be applied in building productive working relationships with stakeholders , other managers and employees
- Operational knowledge of Aid Management and Development Policy
Qualifications/Experience
Tertiary and/or vocational qualifications are essential. Candidates must have strong written and communication skills.
Eligibility/Other Requirements
The successful candidate is required to obtain a satisfactory police check, medical check and maybe required to travel on occasions. A current driver’s license is required to drive a work vehicle.
