About the Australian High Commission in Port Moresby
The Australian High Commission represents the Australian Government by advancing the interests of Australia and Australians in Papua New Guinea (PNG). Our primary national interest is in a strong bilateral relationship underpinned by a peaceful, secure and prosperous PNG and Pacific Region. The High Commission is also responsible for alerting Canberra to developments in areas such as domestic politics, immigration, economics, trade and investment, culture, defence and development cooperation, with a view to informing Australia’s foreign policy. The High Commission promotes a positive image of Australia, enhances people-to-people links and delivers consular assistance to Australians in need.
About PNG Health and HIV Program
Australia’s investments in health primarily focus on supporting changes to the systems and policies that deliver better health in our region. The PNG Health and HIV program works with the Government of PNG to improve health services and offer better access to essential health care. The program aims to improving maternal and child health, and reduce communicable diseases. These issues are addressed through training health workers, upgrading health facilities and supporting the private sector to deliver services. The PNG Health and HIV Program has a mix of country-wide focus and five priority provinces.
About the role
Under limited direction as part of the Civil Society Organisations (CSO) Partnerships Team under the Health and HIV Program, the Program Manager will manage Australia’s public health investments including those for HIV, tuberculosis and malaria, manage partnerships, contracts and services with CSOs and provide technical support to CSO partners as required.
The key responsibilities for this position are:
Program and Activity Management
Manage the delivery of assigned CSO programs under CSO Capacity Building and Service Delivery initiative:
- mplement program/project activities, monitor performance and provide administrative and logistic support;
- Oversee Australia’s support to the management of tuberculsosis in the Western Province and other areas of the country
- Manage initiative contracts and / or funding
- Implement and monitor risk management and fraud control measures and ensure staff and partner awareness of these issues
- Provide input to DFAT’s quality reporting systems and other performance and quality-related requirements
- Negotiate with appointed implementers (e.g. Managing Contractors, partner government and other partner organisations) on program projects and initiatives
- Prepare Terms of Reference, minutes, briefs, submissions, correspondences and speeches as required
Policy
- Gather, analyse and report relevant information with a focus on program policy issues
- Provide analysis, support and direction for new activity development including developing the concept document and participating in design development missions
- Provide policy inputs and technical support in developing strategies and systems in various program missions on Terms of Reference, Request for Tender, design documents, project appraisal and sectoral reviews etc.
- Keep abreast of other donors’ policies, programs and activities to identify, articulate and develop linkages with DFAT activities
- Monitor DFAT, partner government and other agencies’ policy developments;
- Contribute to and inform strategy alignment and programming rationale
- Manage cross cutting issues (e.g. quality, gender, health, environment) in all aspects of program implementation
Teamwork
- Developing an individual work plan to ensure the successful delivery of multiple programs/ activities
- Provide coaching and mentoring support and feedback to colleagues
- Ensure strategic messages and expectations are communicated and expectations delivered

Representation
- Strengthen, develop and ensure relationships with development partners and stakeholders are maintained, including relevant partner governments, donors, other key agencies, private organisations
- Liaise with internal and external clients/stakeholders to inform, educate or clarify operational and policy issues/requirements
- Represent DFAT in meetings as required
- Prepare written responses to clients and stakeholders in timely manner
- Demonstrated ability to manage time, plan and organise own work to complete tasks in a systematic manner within short timelines under minimal supervision
- Keep stakeholders informed and consulted on relevant matters. Understanding, anticipating and responding to the information needs of the relevant stakeholders (e.g. partner organisations, program team

Skills & Experience
- Min 5-6 years of relevant working knowledge and experience in health project management preferably in Papua New Guinea or other resource poor settings
- Ability to build and maintain strong professional relationships within a multi-stakeholder environment
- Demonstrated experience in working with partners to implement complex programs
- Ability to lead strategic planning and reporting
- Able to work in team-based working environment even under pressure
Qualifications (Essential)
Formal qualifications as a health professional, Public Health or Health Management or Social Sciences or other relevant discipline.
Eligibility/Other Requirements
The successful candidate is required to obtain a satisfactory police check, medical check and maybe required to travel on occasions. A current driver’s license is required to drive a work vehicle.
