PACIFIC 2020: PROMOTING A VISION FOR GROWTH IN PNG

 

PNG decision makers will come together to discuss reform options to accelerate economic growth in Papua New Guinea.

On 26 July, the National Research Institute (NRI), the Institute of National Affairs (INA) and AusAID, the Australian Government’s agency for international development, will host a Forum to discuss Pacific 2020: challenges and opportunities for growth – a report providing practical policy guidance on economic growth options in Pacific island countries.

Delegates will draw up recommendations in five areas critical for growth in Papua New Guinea: investment, business development, governance, agriculture and land.

Speakers will include: the Hon Sir Rabbie Namaliu, Minister for Treasury; Dr Stephen Howes, Principal Economist, AusAID; Henry Kila, the PNG Business Council; Richard Kassman, Transparency International; Dr Thomas Webster, National Research Institute; Peter Aitsi, Media Council; David Kavanamur, UPNG; and Brown Bai, Rural Industries Council.

The Pacific 2020 report is the result of extensive consultation, involving more than 200 experts – mostly drawn from Pacific island governments, private sector and civil society, including many from PNG. Australia funded and facilitated this important consultation process.

The single clearest message from Pacific 2020 is that the most serious constraint to rapid growth in the Pacific is poor implementation of reforms and policies.

Implementation will only improve if there is domestic ownership of reforms that are realistic, prioritized and based on consultation. Strong political leadership is essential.

The quality of the report and the Pacific 2020 process is recognised by regional leaders.

At a recent speech in Queensland, then Foreign Minister and now Treasurer, Sir Rabbie Namaliu, referred to Pacific 2020 as setting ”a precedent worthy of careful consideration and following in other areas in future for the way in which it was made”.
